What is self-employment support?
This is about non-repayable financial support intended for unemployed individuals who wish to start their own business. The support can be used for establishing and launching a craft business, a limited liability company (j.d.o.o./d.o.o.), a sole proprietorship, or an institution.
The aim is simple: to cover the start-up costs of your business and allow you to get going without a large initial investment out of your own pocket. The measure lasts for 24 months, meaning that with the allocated funds, you also undertake the obligation to maintain the business for at least two years.
How much money can you get?
- Flat-rate craft business £7,000
- Other forms (Sole Trader, J.D.O.O., D.O.O., Self-Employment): from €7,000 to €15,000, depending on the activity
- Additional support for green/digital jobs of €5,000
Any support consists of A deposit of €5,000 (for establishment, registration, bookkeeping, rent and similar initial costs) and variable part which is proven by a cost estimate – most often for equipment, machinery, IT programmes or a franchise.
Who can apply?
Unemployed individuals registered with the Croatian Employment Service (HZZ) are eligible to apply. A wide range of activities is acceptable – from manufacturing and construction, through IT, programming and consulting, to education, healthcare, arts, and a number of service activities.
On the other hand, some activities are excluded – for example, agriculture, trade, hospitality and accommodation, transport, real estate business and legal activities. If you are unsure whether your idea falls within the acceptable scope, it is best to check before you proceed.
What is needed to apply?
The heart of every application is Business plan with cost breakdown. Support is granted or refused precisely on this basis. The application is scored (a minimum of 65 out of 100 points is required), and the highest points are awarded for a high-quality and realistically developed business plan, an assessment of revenue and expenditure, and the sustainability of the idea. Therefore, well-prepared documentation often makes the difference between approval and rejection.
Closing date for applications
Applications are being received until 30 September 2026, or until funds are exhausted. As funds are spent throughout the year, it's not worth waiting until the last minute.
